The quick way to determine whether or not GPS audio tours can work on your iPad is to find out if it's a WiFi-only iPad or WiFi-Cellular iPad. 

WiFi-only iPad

WiFi-only iPad does not come with built-in GPS chip. What this means is that once you leave internet connection area, your iPad will not be able locate you on the map. 

You might be wondering why your iPad can locate you on Google Maps and other apps that use your location. It does so through pinning your WiFi location. As soon as you leave network connection area (WiFi or Cellular), which happens quite often as you travel and sightsee, your WiFi-only iPad will not be able to locate you on the map anymore.
